Season opens May 16. Cannot take fish in river now due to spawning

Water temperature of the James @ Jamestown this morning was 46 F. (When water temperatures warm to 55° to 60°F, stripers are migrating up the tidal rivers for the annual spawn.) Some small numbers maybe but the water temperatures are still a little chilly. Temperatures are very close to the shad spawn so when you hear shad being caught, the stripers are there too.
Chesapeake Bay Spring Season by the Virginia Marine Resources Commission
May 16 through June 15
Minimum Size Limit: 20 inches
Maximum Size Limit: 28 inches
Possession Limit: 1 per person
Anadromous (coastal) striped bass above the fall line in all coastal rivers of the Chesapeake Bay
Creel and length limits shall be as set by the Virginia Marine Resources Commission for recreational fishing in tidal waters.

I lived in Portsmouth for many years and fished the James mostly between the Monitor/Merrimack tunnel and the Rte 17 Bridge. Had some good years in 1990’s and early 2000’s. Started decline around 2010 as more and more blue cats moved downriver and fewer menhaden in lower Bay. Now retired to South Texas
