Best way to find good spots is to visit some bait shops! As for the hip, make sure to wear ice grips on your feet,use a walking stick,don't go out alone!! Good luck!

I am new myself, but New york usually have access for handicap. Having a hip problem do be careful. I would recommend calling New York Dec. Oswego would be region 7. I'm sure they would give you the best answer.
