As far as I know, your slot length to keep Stripers down there is 28"-35". Anything under 28"or over 35"must be released, unharmed, immediately. The bleeding one probably wouldn't survive.
I just checked, and the high limit is 38", so he may be ok. First offence is $100 fine, per fish.

You can apply for a tag to put on one bonus fish from 24” to less than28” per bonus permit. You have to make entries in a daily fishing log and report harvest of a bonus fish. Check the NJ State Regulations.

Be careful of judging size from a photo. He is holding those fish out almost strait armed. I have caught 30 inch bluegill that way. Nice fish unless proved otherwise.

No Fredfish, you don't understand. My bluegill really was 30 inches. I actually measured it by holding it up and comparing it to a fence on shore.
