Google "ODFW Recreation Report", click on your region, scroll down to your choice of waterways for the weekly report.
As for license....yes, of course you need one, and can obtain one, as well as a regulation book, at any Walmart, BiMart or tackle shop in the state. Your stated question suggests that this would be your FIRST MOVE, as Oregon has MANY esoteric regulations for each waterway, that need to be heeded, regarding gear and species regs.... many are seasonal specific, so be smart and learn what's what for where/what you plan to fish.... ignorance will not get you a reprieve from a ticket, should you fail to adhere to the regs.
Have not fished near Lebanon, so I can't offer any helpful advice specifically, but most areas in our state have a little booklet from the ODFW (available the same places as licenses and tackle) titled "50 Places to Fish within an hour of.....(your town or metro-area)". The "Medford" version even had a couple of places that I didn't know about, and I have lived here in the Rogue Valley for 37+ years.
Another source of info is "Outdoor GPS", a 4 times/week hosted show on fishing and hunting on NBCSPORTSNW and Facebook, presently.... though that station is about to go away... not sure what the cable-access will be after 10/01/21 ????
