I've lived in Oregon all my life, 55 years, and I know of some barb less areas and ODFW has always considered treble hooks as one hook. Guess I'll have to check the synopsis because this is news to me. I'm fishing this weekend and sure don't want a ticket.
I’ve switched out my treble hooks for open eye swish years ago. Too many have straightened out on me.
I'm not a fan of trebles as they are harder to get out and at least for me do more damage. The officer probably should have given you a warning though, seems a bit harsh for a first offense. I've been thinking of putting single hooks on my hard baits, rapelas, etc - maybe with a weedless bale to keep from dredging every piece of veggie out of the river. Anyone have luck with that?

Do what? Why not just replace the treble hook with a single barb hook? Hooks aren’t that expensive.
Go to your local hobby shop and buy (elastic thread) holds everything on any hook even chicken liver

The cop was a butt head. First time offenses should be forgiven. Did you have the opportunity to go to court to contest it?

Police officers you might get away with going to court.
Game Wardens seem to have a lot more clout.
I understand why there is a law about the treble hooks at certain places.BUT IT PISSES ME OFF WITH ALL THESE RULES & REGULATIONS AS WELL AS HAVING EXTRA LICENSES FOR TROUT,SALT WATER FISHING etc.It is said fishing is a rich mans/woman's sport now a days!

Just like waterfoul and deer and other big game special permits.
Single point barbless hooks are the norm on almost all rivers in Washington when the salmon are running... it's called the anti-snagging rule....
