How does one go about surf fishing for ocean perch in Washington state? Flood tide or ebb tide? What kind of bait?

Both, low tide walk along the exposed beach , you'll usually see empty sand crab shells maybe empty small shellfish so you can get an idea of what fish are feeding on, here in central Cali.surf I fish as tide is coming in around dumping creeks, good luck and tight lines,,,,

At low tide dig razor clams. Use the siphons as bait on the incoming tide. Seafood fest.

Sand craps, pretty easy to harvest, look for videos on you tube. Berkley makes artificial ones that work about as well. And Berkley sand worms work even better. Look for a book on Amazon called "Surf Fishing": The Light Line Revolution". by Bill Varney. It's a paperback, goes for around 7 or 8 bucks and is loaded with information about fishing the surf, in particular perch. I don't know Bill and I'm not affiliated in any way with that book, I just know it's a good one. You won't be sorry. Like jarhead said, go to the beach at low tide and look and learn what the bottom's gonna look like when the tide comes in. Look for troughs and rocks and any kind of structure. That's where they hang out when it starts filling up. If you can get an outgoing tide before the sun hits the water, that's ideal. Or in the evening same thing, as the sun is going down.
