I don't know about Virginia, but in Texas it's blasphemy to call a saltwater drum just "drum" because people automatically think you're talking about the nasty fresh water drum. That would be a black drum, until it hits about 25in, then it's called a big ugly.

We also call red drum redfish, and spotted sea trout are also in the drum family, but we just call this specks or speckled trout. Specks are similar to weak fish over there.

It looks like it made the "big ugly" class, and I will bet that it was fun to catch but I would not eat it. The big ones are wormy. The smaller ones are fine.
