I think the flame repressor is special shorts in case your sitting on a old style flammable seat cushion and let one go so you don’t start a fire wile sitting in your boat..

My idea of a back-fire flame repressor has nothing to do with an outboard. I was fishing with my brother one time, back in the '50s, brother was running the motor, it started on fire, he simply unscrewed it and dropped it overboard. We had to row back, but that was better than swimming.
