What’s the best setup for fishing halibut, lures or bait?
Haven’t ever fished for halibut from the beach but from a boat, we mostly used bait.

In San Diego people use Lucky Craft 110 lures. There are other brands.
Look for troughs in the surf, watch the white water of the wave. When it reaches the trough or hole, it will reform into a swell then break again turning into white water again. Fish the area where the wave reforms.
I used herring in Sitka. However couple charter captains used salmon heads. Smaller halibut couldn't get in their mouth, but, the fuss caused a big halibut to investigate, take it away and got hooked. Hope this helps. Good luck.

We used herring on the first trip and some strange fish we caught on the out on the second trip. We were fishing off charters in AK. Lures and bait for kings.
Could that strange fish have a long dorsal fin and a large mouth for the size of the fish? If so it may have been a Ling Cod. To my estimation it is a tastier fish than halibut. Mmmm.
