I don't know what state you are in but in my state trailers 3k gross weight or over must have brakes. Do you have state inspection for trailers? Might want to check before removing brakes.

Have you called the trailer manufacturer?? No one knows their equipment like they do. They might have a fix. The problem with removing the shoes is you will contaminate the brake lines by them being left open and it will be ruined forever. Search online also if you haven't already. If you still need to do something after these ideas then:
I would release enough of the fluid so the brakes don't operate. That would be way easier than removing the shoes. Either open the bleeder valve at each wheel, then operate the surge to push out fluid or maybe even EASIER, ours has a filler cap you could leave off, then operate surge. BE CAREFUL and cover the area with plastic or ?? as brake fluid will squirt all over and it likes to eat paint and some plastics, maybe fiberglass !!

All you need to do is remove the rod that activates the master cylinder.
I will have to look at that. I’m confident I’ll be able to free up the frozen shoes. I’m assuming I’ll need to remove the surge coupler from the trailer? Looks like the cylinder is in there.
If your pulling that boat with a pickup. Get rid of them brakes! More trouble than they are worth! A full size pickup is heavy enough to stop that trailer. Im pulling a 21 ft boat with a ram 1500. My surge brakes started acting up yrs ago. I just removed the brake pads(shoes). Done. No problems !! And I drive a minimum hour to lakes in the mountains! Wish I had a mile drive!
Awesome.... that’s what I want to hear. I have a full size truck. Pulls it no prob. The dual axle is nice too. The boats 22 ft but not that heavy. The trailer drives me nuts every time I need to use it. I’m fully convinced now to ditch the brakes. Thank you , Andy
