One exception to requiring a license I experienced was in Glacier National Park in Montana. Surprisingly, you could fish in the park and the North Fork of the Flathead River as long as you fished from the Park side.

Guess what when you catch a fish even with the intention of releasing it, for a moment it is in your possession that is the rub you can't have a fish in your possession without a license. My advice Get one.

Here is a good pier to fish from in the bay area that does not require a license. This is right on the edge of San Pablo bay. Good for stripers sturgeon etc. https://www.pierfishing.com/mcnear-beach-fishing-pier/

It's a fishing license, not a catching license. If you put a hook in the water you need a license. Exceptions are private owned lakes or on the day that the state let's you fish without a license. There is an amnesty day each year where you don't need a license.
if you are
on private lakes and ponds

Hey all, I’m not much of a fisherman, but my great uncle Charles gave me a fishing rod when I went on a fishing trip with my papa to Charles and his families area in Minnesota. I haven’t used it since because I’m fairly unfamiliar with what I’ll need and where to go, let alone if it’s legal. I’ve wanted to get into fishing as it is very peaceful for me and I love the water. I just don’t have a need to keep the fish and am not in a good position to pay for a fishing license if I don’t need one 🤷

Catch and Release is still fishing. Gotta have a license for fishing?

No license needed for some jetties. At doran park in bodega bay California you can fish the jetty at the harbor entrance, the fish and game also give a little lee way as to where the jetty meets the land.

The license is for fishing, not catching.

I think the bottom line is if you are going fishing or hunting buy a license
