St Croix Mojo Bass may fit into that budget. Check them out as it may be worth your while.
Timile-11: I am not much help. I personally would go to a Walmart, BasProshop, or other tackle shop and just feel of their rods. I would simply pick each rod up and flip it as if casting and judge by the feel what i thought was the best selection. Keep in mind the price and warranty.
If I was spinding more, like $200 or more, i probably would seek out a custom rod maker. Just Sayin....RJS

I have nothing against a Black Max, i own one, but why put a $50 reel on a $150 rod? Since you're learning baitcasters, why not the Abu Black Max combo. Or if you're rough on your gear, an Ugly Stick, or Ugly Carbon, or Ugly Elite.
How about an Ugly Stick now, and graduate later to a more expensive rod, if you decide that's the right thing to do. Who knows, you might change your mind. Just Sayin...RJS
You could also try the Berkeley Lightnjng. I picked one up cheap at BPS.
There are lots of great baitcaster combos out there that fit that budget. Me personally, I am a huge Lew's fan and a lot of there combos are $150 or less. You may want to check the out or go to your nearest bait and tackle store. I would highly recommend it but that's just my two cents worth. Good luck on your search and hope to hear what you find.
