I agree that the Bluegill and Sunfish are pound for pound the toughest anywhere. But the Redfin Pickerel, may reign supreme in a pound for pound fight on Ultralight tackle. I'm a musky guy myself, but I wouldn't think the fight of a typical musky is tougher than a King Salmon. Great question and one that everyone has an opinion on, I'm sure.
What about White Bass? For it's size, is there anything harder to fight?
When the white bass are running and on the feed they are great gun to catch. Strong fighters and their initial hit about tears the rod from your hand. When I lived in Wi I used to have a few people that came up for the white bass run every spring. The best part is they are very good eating. I usually just take the back fillet down to the mud line and that makes some great eating.
