What kind of bait or lures do you use flounder fishing in new Jersey shore.
A squid minnow sandwich combo.
Hook a minnow thru the lips or eye sockets and then add a 5" strip of fresh squid to the same hook.
Use the largest minnows you can get.
How about buck tails? If that is a yes do you add bait to the buck tail or just buck tail .
Use Bucktail with gulp white or green or pink lightest weight you can hold bottom with.

I caught my first keeper of the year last week on a soft plastic. Had one throwback as well, and two throwbacks another trip. I've had success in past years with pork rind strips. For bait, if they're ignoring the plastic I try to catch Tinker Mackerel, baby Snapper Blues, Killies or whatever small live bait is obtainable. If I can't catch 'em fresh I'll buy some, or some squid for strip baits. Hungry Fluke pretty much gobble up anything that moves and fits in their mouth, but when the wind shifts and the water temperature drops a few degrees they sometimes go off their feed for a while.
If your bucktailing or bait fishing , good idea to add a teaser bait 15”’s or so above the bottom bait ! Sometimes the baited teaser will save your day !

Try both. The fish will show you what they like. Fish in an area where the water is moving. Flounder usually hit a moving bait.
A traditional flounder (NJ in summer are called fluke) is a weight with your hook at the end of a 30 inch leader and one of the strip baits discussed above. Fluke lay on the bottom waiting to ambush something that comes by. If surf fishing, drag it slowly - keep it moving. If inlet fishing, cast upstream and let the current do the work. I sometimes substitute a buck tail (tipped with gulp bait) for the weight. This gives you 2 offerings in the water.
How bout in NC (Holdens Beach)
If it’s a fluke, same technique applies.
Mud minnows. I just place a piece of herring in a minnow trap then lay it in a ditch overnight. Pick up the trap full of large mud minnows and go flounder fishing.
Mud minnows work great in Charleston area and Holden beach also
