3 if I'm fishing a new lake. But usually 2. One rod with a swim jig, swim bait, squarebill etc. And the other rod with a dropshot, shakey head, senko (finesse)

Before I had a boat usually 2. Live bait on one and a senko or jitterbug on the other.

It depends on the state that you are in because each state has there own rules. In Calif, a sore fisherman is only allowed one line and bait in the water at any one time unless you buy a two-rod permit but that rule may be different depending on your state. In bass fishing or baitcasting with an artificial lure, the fisherman can have up to four rods but still, only one rod or lure can be fished at one time. I will store up to four-rod setups in my bass boat when I am on the water but only a single rod and reel can be used at one time so the four-rod setups are just there for a quick change like if I am in a flipping situation or a fast need for topwater bate.
