Check to see if the spring is damaged, I have similar on one of my reels, the screw keep working loose. Clean and oil it might help
If your using a 4500 B you are baitfishing?? Since it's a bait runner reel and you are probably going to put it in a sand spike just close the bail by hand. It's faster and easier. Great reel btw.
Want to know if I just take the handle off and clean in there, will it help? I don't have the tools to take it all apart.
It may be worth a look, but may not help. Could be salt residue, or sand. Clean what you can, lube what you can and clean off the excess. Excess lube collects dust, etc. Good luck!

Do not under any circumstances try to take a bait runner apart. Take a look at a blowup of the internal parts and you'll see why. That bait runner mechanism adds a ton of small parts. If you can get the rotor that has the bail off you might be able to get to the closure mechanism . Otherwise shoot a little WD40 into the area at the back of the rotor. That might free up the mechanism.

You are not supposed to turn the handle to flip the bail over. It should be closed by hand.
Get in the habit of closing the bail by hand. Takes a bit but well worth the effort. It will not only fix your problem, but will stop line twist which is the reason for loops on the spool.

That was taught to me by gramps 50 years ago. Most people I see just try using the handle and that is where issues come from.

You should be able to pull the bail off and make sure it isn't rusted. If so, lightly sand it down, put some oil or other lub and reinstall. It's installed like a spring. Mike

Agree. Close it by hand. Not only is it better for the reel, if you are casting properly, it just gives you more control on taking up the slack line or letting the bait sink if that’s the fishing style you are using.
Hi, advice from all manufacturers. Never close the bale with the handle. Only by hand if you like using it for more than a season. Watch a tournament on TV, you'll learn.
