thinking of going to pismo area. any help on surf fishing the area
I'll be at the Central Coast quite a bit this month, but plan to fish freshwater. I did however check this surf report for you and it looks ok for now, but gets huge starting Sunday. Good luck and stay safe if you go.

I can't give you any firsthand info but anytime I go to the beach I check out the following website for information on nearby piers. It will tell you what species for the time of year and what bait to pack.
https://www.pierfishing.com/?s=Pismo+I would also call the local bait shops.
Always look for structure, rips, holes, troughs. Never turn your back to the waves.
Thank you for the surf link.

do I need a ocean stamp for surf fishing

You need a sport fishing license to fish off the beach, but you don't need an Ocean Enhancement Stamp if you're fishing north of Point Arguello, (which is just North of Santa Barbara).
I forgot to mention earlier that any time I hit the beach that I take my sand flea rake -- good, free bait for just about everything from perch to stripers to halibut.
If you want tips on using a rake the right/easy way (most of what I've seen on YouTube stinks), post a new thread -- you'll get better responses than if it is buried in this one.

Are sand fleas the same as sand crabs? If so I think there is a possession limit.

Check the regs but I think a license is not required to fish from piers or jetties.

Yes, they're the same. There is a limit -- I think it is 50. My flea keeper (clips onto my belt) only holds about 30 so I never bother to count).

With a couple of additional details, you are correct.
1. Pier/jetties must be public.
2. Only the seaward side of jetties is free -- fishing inside the jetties requires a license.
3. Only applies to ocean and bay piers/jetties with a few exceptions on the Carquinez Strait (eg, Eckley...) being grandfathered in. Inland piers requires a license.
In addition to the website that I listed above, the CDFW has a list on their website.
