Don't know, but his explanation of a Democracy vs. a Constitutional Republic was outstanding. From his attire, haircut, the studio lighting, I would guess it's from the later 1950's to mid 1960's ?
Never have seen him anywhere else but on the clip here. Saved it and just watched again, I'm coming up empty.

It was fascinating. I saw the video with his name on it on the internet.
Democracy without constitutional protections becomes cancel culture. All you need is an overwhelming vote. That’s why they wanted to get rid of the electoral college.
