Best store generally depends on what you're shopping for. Terminal tackle and lures and such Walmart is always good unless you're looking for something unusual. Rods and reels, Bass Pro Shops carries a good selection of spinning, conventional and fly. Dick's sporting goods is a good place to avoid, most people on here will probably second that. So be more specific about what you're gonna be targeting and you'll get better advice. Lots of friendly anglers on here.

Depending on a level of experience (to be familiar with what you're actually looking for), eBay isn't a bad place to minimize cost and get a pretty wide exposure to products. Beware the "Costco Curse", though; it's really easy to buy more than you need that way. But hey, who doesn't need more tackle??
