Welcome techcowboy. I live in California and don't have a clue about trout fishing in Georgia. But I'm sure you're gonna hear from some folks who do.
Behind the dam at Lake Lanier. Be VERY careful and strictly obey all signage and sirens or sound warnings pertain to dam operation. I know people who drowned there years ago before warnings were made that area adequate now.

Yes, below the dam can be very productive, stockers, holdovers, and large brood fish.
If you just want to catch some stockers to eat, go to the pond at Amicalola Falls state park with some red wrigglers or night crawlers.

Not sure how far you are from Clayton, GA, (I am in NJ) but there is a great guide and fly fishing teacher there. Look up
Scott at Hatch Camp and Art Farm. He introduced me to fly fishing last April, took us out on a private stream and it was an awesome experience. I have been hooked ever since.
