Tough call on the 1st 7 feet Kandy being town own, but for the rest of the way sounds like he should get with you first since it is your lawn.

Talked with him just now. He didn't do it and did not authorize. He will tell workers not to do again. Relief. He seems very nice, think it's his brother, the contractor.
