Looks like a dolphin to me based on the snout and blowhole.
Not all dolphins have dorsal fins (eg right whale dolphins).

Check out the freeze-frame below.
From the top, it looks like a flipper (no visible spines) but it's the wrong shape (maybe splayed out because it's crawling?).
Also, it sure looks like it has a blowhole.
The head looks similar to the Northern Right Whale Dolphin. The only picture I could find of a calf is below. Note the absence of dorsal.
It would be interesting to know where it was spotted. Based on the background voices, I'd guess Scandinavia/Baltic region.

No clue, Gordon, but I am following to see some answers.
In that closeup it looks more like an eye, andbits in the side of the head not the top. I've seen eels feed like that in captivity, so my guess is that it us some sort of eel.

I don't think it's a dolphin because it doesn't have a top fin. I don't know what it is.
