You are absolutely correct. The 27th letter was &, the ampersand.

Loc: North Central Indiana, just north of Kokomo.
I didn't know that, but way back in grade school, our vowels were: A,E,I,O,U and sometimes Y and W.
I don't know when W was used as a vowel or when we lost it.
