I would watch it awhile to see if there any fish surfacing or birds trying to feed on fish before break my neck trying to get down to it. It doesn't look like "good water", is it always that muddy?
Is that rapids at the far end of the picture? May be worth a try near there.

Looks like a good place to catch typhus, cholera or dysentery. I'd avoid it.
My God, why would anyone want to fish here? It looks more like an open sewer than a fishing spot.
I'm sure the fish coming out of that toilet are delicious.

I've been to Alaska. Anchorage's Ship Creek looks a lot like that. They catch lots of salmon from it during the runs. Could be just silt.
If it were in my back yard in the lower 48 I'd find somewhere else to fish.
