During the winter, check out community ponds and lakes throughout the Phoenix Metro area. Go on the Arizona Game and Fish website and they'll tell you when and where they stock.
Otherwise, the area below Saguaro Lake is tough to get into but has some great trout fishing in the winter. Good luck!

You can nearly always catch trout at Willow Springs and Woods Canyon in the summer. They stock them regularly. Although I prefer to fish them from a boat.
