As for trolling, we found 2.5 mph worked best for us last week trolling a nine inch dodger and bucktail two inch fly 10 inches behind the dodger. The rig was weighted down with a 3 oz. weight 3 feet above the dodger. 100 feet of line out. It also lead to some silver action as well. No need to dredge the bottom. If fish are jumping, logic says at least some are near (and above) the surface. Good luck.
I forgot to mention, If you are around beach people, troll well off shore. That is where they wished they could cast anyway. Our pinks were caught in the top 20 feet of a 200+ foot hole. Those beach combat guys have enough handicaps without boaters adding to the fray.
