Hard to find for NJ. I would check with a good bait and tackle shop. In Maryland it is now 50 a day.
Besides Blood worms(best bait, but costly), Shrimp works best(Walmart small raw frozen is cheap. I take a bag and put it in different tupperware containers and grab one and put some water in it so they thaw while I drive out to go fishing), but even night crawlers, or even red worms will work.

Most states are at 50 for any use, bait or food, but check the regs for the state you're fishing in.

You might try asking the folks at Great Bay Outfitters on Radio rd. I think there is a limit but I have no clue what it is. The folks at Great Bay Marina, right there next to Gravelling Point, might be able to help also.

If you use snapper bluefish for bait in NJ, the limit is 3.
