I’ve caught many halibut on swim baits in San Diego bay large and small but live anchovies or sardines would probably work best especially for the larger ones. The swim baits I use are big hammer city shrimp color and kalins lunker grubs, color Ron’s craw. Also caught some on cut mackerel and frozen shrimp. Good luck.

Yes, they are ambush feeders. They lie hidden on the bottom and when food swims over the top of them they shoot up and grab it.
