Sorry to hear that. I rather doubt anything can change if a boat or car etc is stolen after a citation. I’m just figuring judge will say whatever the citation is for happened either way.

I whistled for a sheriff before. The Coast Guard and River Patrol ( sheriff or whatever local jurisdiction) gives out plastic whistles.
Hopefully if you get your watercraft back you can get the basic safety equipment to avoid it in future. Boat ramps in many states even have some of the minimum requirements to loan ( life jackets ) to keep people safe.

Just whistle the Andy Rooney tune when they show up. If you can yell or make a loud noise usually it’s a warning. Half of not getting $10,000 ( bogus by the way ) fines is treating Authority with respect. I usually try to crack a joke if I think they will like it. Make them feel needed and respect goes a long way.

You might check to see if the fine was for the sound device or for "hitting a police man and blowing him down". Did you try to convince him you are a seaman and not a black baller?
My guess is that some how an extra "0" got written in, or this is a bogus post. The highest fine I could locate was $250

Probably tried to bribe them with some cocaine.
The fine in California is only $233 (zoom in on the pictures I posted above).
The Fine is one thing.. And the gentleman is probably posting a "Feels Like... $10K" experience.
However. When I got a ticket for sticking a trolling motor on a Costco rubber boat without being registered in Lake Almanor a while back, the fine was $38 or something like that. But the "Administration Fees" pushed this to over $300 when I tried to pay it. Purely annoying. (I paid it however and learned my lesson.)
