Indian River inlet, ,Delaware Beach State Park or Cape Henlopen for surf fishing. If you have a boat there are a bunch of launch ramps listed in the Delaware fushing guide that you can get in any state park office.

I have Delaware State Parks pass which park would you recommend for flounder or Rockfish

Most of the striped bass fishery is the inlet. Flounder I've found to be better in the bay from a boat.

You can catch either from the inlet area. For flounder, toss a live minnow with minimal weight just beyond the rocks. Best toward the campground. For stripers(rockfish) try a bucktail with a plastic paddle tail at dawn or sundown. Full disclosure; very tough place to fish. You will lose tackle and if you hook something it's a challenge to get it in. My rock climbing days are long behind me, but if you're spry wear some corkers etc. And you can get closer to the water
