As someone new to CT I am struggling with the complex and very unclear CT regulations. So I have a few questions:
1. I see wording like this in a lot of places in the regulations:

"In summary, fishing for Broodstock Salmon restricted to single fly or lure with a single free-swinging hook only. No additional weight may be added to the line."

Does this mean I cannot use a slip bobber because I need to attach a weight to the line? Can I use a jig (weighted)?

2. Length is measured from the tip of the snout to the end of the tail. In Minnesota we were required to compress the tail lobe as it made the fish longer. Are we required to compress the tail lobe when measuring the length?

I have been ALL over the regs looking for clarification. Does anyone know a contact within DEEP that I can call? I have not found one yet.

I've only fished for them in the Naugatuck river Frank. I used spinners like a Blue Fox or Mepps, with the treble swapped out for a single hook. Never used slip bobbers or jigs. Sorry buddy.

Frank.... You could try to call the Western District Regional DEEP office @ 860-485-0336. It's at 230 Plymouth Rd., Harwington.
I call the Eastern Branch in Marlborough from time to time, and they are always very helpful. They don't answer the call, ya get voicemail, but they have been great about getting back to me. If they can't help, they'll get an answer for you or provide another office # to call ( usually DEEP fisheries HQ in Hartford ).
I once had a complicated question about using non game fish as live bait, and stopped into the Eastern, office, but no there could give me a definitive answer, so they called an Environmental Officer ( game warden) in from the field, we had our discussion, looked over the regulations, and put my inquiry to bed.
Hartford HQ fisheries manager followed up with an email, the same day !
More customer service than I EVER got elsewhere from any other state or municipal employee or bureaucrat.🌟🌟🌟🌟. Finally got something back for my license fees and taxes. 👌🤗.

No worries MH, it's your dime ..... well, not any more. I only know of one pay phone left, over in Middletown.

As far as the length I have never conpressed the tail. I believe it is measure natural. Salmon weight with fly I do not know as I do not fly fish much. You may try Ct Fly Fishing on Facebook. As far as getting ahold of someone at DEEP your best bet is to ask your question on their Facebook page. Other than that I have never gotten an answer otherwise. Hope this helps.
