We've been successful fishing for Stripers on Lake Pleasant with anchovies rigging them two different ways. Currently the water is muddy and the bite has been pretty solid. We use a 1/4 or 3/8 oz jig head at the end of the line and then tie a loop in the line about 24" up from the jig head and use a #4 Eagle Claw snelled hook. This setup provides two baits and two different depths and one is on a snelled hook which works well when the fish are biting very lightly. This is our setup for jigging from a boat. I would not use a jig at the bottom for shore fishing. I would use either a sinker at the bottom and a snelled hook or possibly a Carolina rigged setup.
We use frozen anchovies available at WalMart and Sportsman's Warehouse here in Phoenix. We cut each anchovie into three pieces and toss the tails in for chum. We've caught Stripers on heads, mid sections, and tail sections minus the tail we chum with. For the most part, smaller 1/3 size pieces get more hits and your hooks don't get stripped as easily. Frozen anchovies are somewhat delicate after thawing.

In contrast Andy. If you are fishing for strippers not Stripers I've heard dragging two $20s behind you can get their attention. Of course, two $20s will just get your attention, you will probably have to supplement with additional $$$ to keep them in your live well.
