Mega Bait on Louis near Main in Mantweeka (my personal favorite--good prices and opens early 7 days a week)
H &R Bait And Tackle on Charter Way & S. Fresno in Stockton
North Pole (gas station) at the corner of Tracy Blvd & Grant Line in Tracy
Haps in Rio Vista
Fisherman's Warehouse on Yosemite (about 1 mile east of 99). Don't open until 10 and don't always have live bait)

I used to live on the ridge east of Castro Valley. I moved to Mantweeka when I retired.
However I still fish in the Bay fairly frequently.
