The law states if you have a line in the water for whatever reason testing or not you are technically fishing 🎣 no exceptions

I'm sure it's that way in every state DT. I see it in the game warden shows. They say I was fishing I was just holding the rod for someone. I tried that with cigarettes when I got caught with them. Didn't work either. Can you imagine what it would be like if we didn't enforce the rules. Many areas would be wiped out👍
