Hi Russell, welcome to the site and to SD. I Was born here in 44 and lived all but 2 years here. We have a lot lakes here but most are hurting because of the drought and I quit fishing them 8 years ago and now only fish San Diego bay by boat. The lakes charge to fish and to launch. The bay is free no launch fee and you can fish on public piers without a license. I don’t eat any fish out of the South Bay where I fish because of pollution and mercury, catch and release only. I’m taking another member out tomorrow, Oldbassguy and hopefully he’ll post some pictures. Hopefully Bonefish is what we will try for and spotted bay bass. And whatever else is biting. If you need any info on fishing the bay PM me. If you don’t have a boat you can rent one at glorietta bay in Coronado Larry W.

If you have boat access, the San Diego Reservoirs present pretty fishable waters albeit at some expense.
If you don't, I suggest golf course water hazards just after dark. You're in and out in about 2-hours.
