The “new train of thought” is actually to drive all the way to the barrels and “zipper merge”. This is supposed to minimize the backup and increase the rate of flow through the construction, or lane closures. Theoretically, there should be no stopping, but a constant flow at a reduced speed.
I was taught (along with apparently thousands of others) to change lanes as soon as it is safe to do so. It would be great if we were all brought up to speed on the new guidelines. Where it breaks down is when the person in a hurry in the left lane does not do this, or the person in the right lane is not paying attention. This inconsistency causes a lot of road rage.
