There was a guy from I think Tenino, Wa who used to post about fishing the mouth of the Cowlitz. I haven’t seen anything from him for a while. There are some guides in your area. Perhaps paying a guide for an education would be beneficial.

I used to fish Peugeot Island with really good results. If your familiar with the area I would give it a try.
