I found this lure and am not sure what it is or how I am supposed to use it.

I don't know, but it looks like some kind of top water popper. Looks similar to an egg popper lure (see Bumble Lure).

You cast it out then "jig" it back. Raise rod tip lower rod tip and 2 cranks of reel. Remove the snap swivel and tie the line directly to the jig (this is important.) You can also put a live bait such as a minnow or a nightcrawler on the hook.

It's a worn lead bucktail. Some of the bucktail skirt has been lost. It is good for trolling or bottom jigging. Works best with a plastic tail added or a small baitfish.
