First and foremost since your fairly new,Welcome to the stage.I personally can't give much info on that area as I've only fished it a few times this year but I did manage to net two kings ,one about 10 lbs opening weekend and a 20+ a couple weeks after, was trolling in about 100+ ft of water using a tinsel skirted green squid behind a chrome dodger, the smaller caught right in front of the bay and the big boy was out near the west end of the Bubble
One other thing to be aware of is the Tulalip Bubble is a pretty small area, approximately 2,000 ft wide from shore out and about two or so miles long from east to west so I suggest you try to familiarize yourself with the landmarks they give you so you can stay within the boundaries
