It's shock cord, but why it's on the fishing line is beyond me.

I'm guessing it's there for shock absorption on the line to keep the line from breaking. Having well looked after line and good knots is probably a better option, especially because the hook being straight on the shock cord would scare off more skittish fish.

That's the drifting weight we use with the Santee rig catfishing
It's definitely a slinky weight. We used them for drifting or trolling for Catfish. They don't hang up on structure like sinkers do.
