Jeag34: This may come as a surprise but fish eat on a regular schedule just like humans. You just have to find where they are when this happens. Unfortunately a lot of feeding for fish is in the middle of the night, not when it is convenient for you!
Remember this rule. Go as often as you can, Stay as long as you can! Never give up. Most of what works you will have to discover for your lonesome. It is a rare chance when another fisherman who is successful will divulge where and when he caught a big stringer of keepers.
As far as SeaWolf Park, either on the end pier, or on either side out near the end.
the End pier is very close to the Houston Ship Channel and that is a fish highway to the upper bays and as such will have all manner of fish going by. I have not specific recommendation except the rule I quoted earlier. Just Sayin...RJS
