Found at an estate sale. Doesn't look that old but might be. Have searched the web for images to no avail. I believe the stamp on the handle says Drop Liner with patent applied for below it. I can't make out a tiny stamp at the top. It is very well made and in perfect condition.
Just a guess. A depth gauge? Is that wheel free spinning?
Yes, the wheel spins freely. But a depth gauge, I have not considered that. Thanks.
Good thought, but it has a short heavy line. Thanks.
I believe it is for a kite.

A plumb line for construction?
I think it is a home made dog leash made after a fly reel.
Yes! Thank you so much for your help.
You mentioned that the line was short. To be a depth gauge it would need probably 80’ and markings to count as it would descend or on retrieval. I made a rudimentary gauge and had knots and black marks every 5 feet. Early ships used the same principle. Now you know that I’m Old....

Yep, that's what it is. A depth sounder. You attach a weight to the snap on the end and count the knots as it goes down or you reel the string in. Or the line was marked. Prehistoric depth finder. VBG!
That's where the name nautical mile comes from. Back in the 1700's talk about being old

Depth was measured in fathoms pr feet. My guess this was used to find the deepest water in a pond or small lake.
