Some countries try to do the right thing and others just get richer by letting the waste flow right on down the river. Heck look what these companies get by with letting stuff flow right down our rivers in this country.

I suspect the model of taxing the production on ships from the beginning until the end of their life would be a good solution. It would almost have to be done as part of some sort of international commission rather than the EU. The biggest problem would be that there is so much profit as it is done right now that any change may not ever happen.
