I would suggest sand crabs, shrimp or squid for bait. The Del Norte pier can be a good place to start but I have heard a lot of homeless are in that area so be careful what you leave in your car. It’s not a terrific fishing destination but sharks rays and perch are most common.

I was up there about a year ago, spent most of my time talking to locals. Lousy weather. Wind was howling. Sand crags the way to go. Easily harvested. Go light. Go for surf perch. Something light and long, to keep your line up out the surf.

Go over to Samoa Island near the coast guard station and fish anchovies or tube worms. You can also jig for lots of rock fish along the shore and if you get out a little ways Halibut are in here in the bay and they love anchovies. The closer to the mouth gives you a bigger variety as well as the Salmon will be there in July.
