Answering my own question.
All.... A while back I asked if anyone knew the last USA President was who signed a balanced budget bill, with a hint, and nobody responded. Well, it was Bill Clinton. It was a long process of negotiation because the Republican party controlled both chambers. This is not to say there were no budgets with a surplus subsequent to that event, but that was the last balanced one.
Except for his having a bunch of girlfriends, ( and that is understandable, IMO, ) and lying about it I think he was the best Democrat President in "recent" years.
Any comments ?
Look how Deficit was going during his tenure. Many will be amazed. I think it’s along the lines of your topic too.

Ah yes the good old Clinton years. Do something good and no one remembers. One indiscretion and the world remembers. But like in any budget one gains and another takes a hit.
From what i recall Clinton capitalized from the Peace Dividend getting rid of excess military equipment. Clinton shut down bases and thinned down procurement programs. The domestic base closures hurt though, every district that lost a base also lost the primary, secondary and tertiary economic impacts of the base and its staff. This created small regional micro recessions all in quite a few locations.

And that would be what most of us know as “impeached” right? Spending an entire 4 year term doing nothing but trying to impeach a president seems far less effective than what should have been taking place with our tax dollars from 2016 to 2020. Impeaching a president AFTER he’s left office seems a little ridiculous.

Yeah Plum, there's a downside to any reduction in any budget. Doesn't mean we don't need to look at the overall need to shrink federal spending and return to more local decision making, IMO.

Oh for sure nutz, i am all in on shrinking fed spending especially when i saw the waste 1st hand. It seems so many programs out there came about from the good old boy mentality as thank you's for contributions. That would be a good start.
