Yes, that fish is eatable, but the fish is all head, so the fillet is miniature and not worth exposing yourself to the wicked stinging spines inside what looks like flesh bumps on the head. It is a species of sculpin of which there are many types. They are a good survival food because they can be caught from the rocks. Just a side note, 'bullhead' local name for staghorn sculpin are much better eating and also make great bait. They can also be caught from shore in as little as a few feet of water. They are harmless to your hands if you clip off the two stag horns.

This probably comes in second for me I caught a hellbender once but don’t have a picture
My first experience with catching saltwater fish was back in the early 80's while living in Alaska. As an upper Midwest country boy from Michigan, you can imagine my shock when this fella came up from Davy Jones Locker while kayaking out of Homer, AK and jigging for halibut. I was mighty careful about unhooking it, and treated it like a catfish in terms of assuming that it had some nasty barbs lurking within that wrinkled up skin somewhere to surprise an unsuspecting angler!
I was later informed that this was a brown Irish lordfish, which certainly resembles what you've got there papabear!

I learned something new spirit I always thought they were reptiles. I do know that they are good eating.
