Steelies are very line shy,suggest using a light line-6#-8#.if using braid you'll want to use flourocarbon leader,small presentation lures or jigs,most rivers here in Washington are single barbless hooks,no bait.I use areo jigs or a very small mepps spinner or try bottom bouncing with tiny beads or coarkies and a long 9-1/2 + foot pole,noodle rod light-medium power,slow action and be prepared to cast many-many times because steelhead might watch your gear go through a hundred times before one decides to bite.And set drag light enough to let them take line without breaking it.Best of luck to you and tight lines.

One more thing try to fish the slots behind boulders or slower moving water

My best bank suggestions for bank fishing for steelhead, which works great for me, is use a long heavy action rod, a slip bobber set up just ticking the bottom with un-dyed coon shrimp for bait. My back up is another long stiff rod with a 3oz., gold, Kastmaster with a rainbow trout paint job casting straight out from the bank with a retrieve sufficient to clear the bottom but not much off the bottom. When you hook one up don't give it any slack at all. They spin up outa the water and the slightest slack and they're gonna spit a barbless hook without a doubt. I've had decent luck on a black or blue, Blue Fox, spinner as well but not as good as the first two options. Good luck👍

Advice for a bank maggot:
If your lure stops in the water - set the hook.
If you feel the slightest bump - set the hook.
Steelhead will pick up a lure and spit it out faster than most uninitiated anglers can react. Be prepared to lose some gear.
Improve your drift fishing by scouting a river during summer low flow. Then come back and fish it during higher flows.
Time your trip to fish during dropping river flows, i.e. after a storm. If it's flooding, fish closer to the bank (in the parking lot!).
Took me three years to catch my first steelhead.
You'll know if you hook one, all hell will break loose!
