Stocked Regional Parks

I am in the Inland Empire (San Bernardino County) and tried trout fishing the Regional Parks that get stocked with lightning and rainbow trout.
Such as Prado, Guasti, Glen Helen, Yucaipa and I have caught 3 after getting skunked 3 times.
My question is how can I rig my line with 2-3 hooks to increase my chances of catching a fish?
Is it legal?
Mice tails work as well as night crawlers or power bait.
When i skunk I look at it as therapy in the great outdoors. LOL!

If you have the two stamp on your license you can have one rod setup for bait and the other for lure of choice.

I have a two pole license and one set up for power bait and one for mouse tails, works real well for me. 15 braid and 4 lb leader about 3 ft. of leader line
