The Okuma Ceillo is a very nice rod for the money as well as a Fenwick Eagle which is a bit more. I have both and am equally pleased, can’t go wrong with either choice.
I love Fenwick, my favorite being a 4’ graphite ultralight rod. However I’ve never seen the word Fenwick used in a sentence that also used the word budget.
You're looking at a setup (ml) that really isn't a good setup for panfish.
I tend to look at what bait/lures/jigs/setups I'll be using and then pair a rod for those setups.
Myself, I bought setups a couple years ago specifically for pan fishing. I use a lot of jigs for crappie/bluegill/perch and the jigs weigh 1/64th oz & 1/32oz. All the rods are ul rods that range from 4' 8" to 7'. The 4' 8", 5', 5' 6" ul rods are for using when fishing in a kayak. The 7' ul rods are for boat or bank fishing targeting panfish.
While targeting panfish with those ul rods I've caught up to 20" large mouth bass, +/- 24" grass carp & up to 28" catfish.
This is the time of year the steelhead run. I use a 8' ul rod and 8# test braided line to catch steelhead that are in the 3# to 10#+ range with most of them being 4/5#.
I do use a 6' ml rod that setup for lm bass. I don't do a lot of bass fishing but when I do I use this setup in the kayak targeting lm bass or catfish.
Huge difference between a ml rod and a ul rod when it comes to what you can use for lure & jig sizes/weights.
ul ='s +/- 1/32oz
l or ml ='s +/- 1/16oz
It all comes down to what bait or lures/jigs you plan on using.
