First time using a jerkbait today and tried it out on a pier. Even on a slow retrieve with my rod tip pointed down, I couldn't keep the bait under the surface. Do jerkbaits just not do well casted from the height of a pier? At one point it was skimming the surface like a popper. Any tips on how to fish this off a pier or should I just keep it for the surf/rocks?
For context, I'm in Southern California. I fish most of the piers and jetties from Redondo to Huntington Beach. The jerkbait is a Lucky Craft Surf Pointer (3/4oz, sinking). I also have a Lucky Craft Flash Minnow (5/8oz, suspending), but haven't tried it yet.

put a heavier weight 36 inches in front of the bait.
this should keep the bill in the water. If you are to high up, just switch to a jig. "Mack" has plastic lips you can put on your line to give the jig erratic motion. It is probably a better rig anyway, as you can fish it anywhere from the surface to the bottom. It is also more effective on surfers. Hang loose dude. How's that for being dated.
